to create a vote thing
create a new topic (not a new post) and below the message box is where it is all at. There is a limit to the number of options you can have - as in 15 - the last picture ideas was to large.

Voting doesn't work too well on this, as you don't know in advance how many clever answers you're going to get. How about one person posts a picture then at the end of the week they pick the best caption and the winner then posts one and so on?

So will someone volunteer to post a pic on Saturday this week?
